Those states and territories are: Alabama, Alaska, Connecticut, District of Columbia, Florida, Guam, Idaho, Kansas, Louisiana, Michigan, Mississippi, Montana, Nebraska, Nevada, New Mexico, North Carolina, Northern Mariana Islands, Oklahoma, Rhode Island, South Dakota, Tennessee, Vermont, Washington, West Virginia, Wisconsin, Wyoming, and Virgin Islands.

Maine reported a large number of new tests (27,364) on April 21, 2021, causing the state's 7-day moving average for its test positivity rate to display a steep decline from 7.6% to 4.7%. The large batch of tests most likely represents data from the past few days since the state had not reported any new tests since April 16.
